N: 1. – non (prefix): a prefix used freely in English and meaning “not, lack of,” or “sham,” giving a negative sense to any word, 14c., from Anglo-French noun-, from Old French non-, from Latin non “not, by no means, not at all, not a,” from Old Latin noenum “not one” (*ne oinom, from PIE root *ne- “not” + PIE root *oi-no- “one, unique”). In some cases perhaps from Middle English non “not” (adj.), from Old English nan (see not). “It differs from un- in that it denotes mere negation or absence of the thing or quality, while un- often denotes the opposite of the thing or quality” [Century Dictionary].
– governmental (adj): 1744, from “government” + “-al” (1). Related: Governmentally. A Middle English word in the same sense was gubernatif (late 14c.).
– organization (n): early 15c., organisacioun, “structure of the body or its parts;” mid-15c., “act or process of organizing, the arranging of parts in an organic whole” from Medieval Latin organizationem (nominative organizatio), noun of action from past-participle stem of organizare, from Latin organum “instrument, organ” (see organ). Sense of “that which is organized” is by 1707; especially “an organized body of persons” (1829). Meaning “system, establishment, constitution” is from 1873. Disparaging organization man, one who conforms his individuality to the organization he serves, is from the title of the 1956 book by American sociologist William H. Whyte (1917-1999). Related: Organizational.

. Abbreviation: NGO (singular), NGOs (plural).

2. Nongovernmental organization (NGO), voluntary group of individuals or organizations, usually not affiliated with any government, that is formed to provide services or to advocate a public policy. Although some NGOs are for-profit corporations, the vast majority are nonprofit organizations. Some NGOs, particularly those based in authoritarian countries, may be created or controlled by governments. By most definitions, political parties and criminal or violent guerrilla organizations are not considered NGOs. The issues addressed by NGOs run the gamut of human concerns (e.g., human rights, environmental protection, disaster relief, and development assistance), and the scope of their activities may be local, national, or international. Some NGOs fulfill quasi-governmental functions for ethnic groups that lack a state of their own. NGOs may be financed by private donations, international organizations, governments, or a combination of these.

3. Non-governmental organizations correspond to private institutions and denote any organization which does not owe its creation to official intergovernmental agreements or treaties. They group private individuals or incorporated bodies of these, but States are never direct members of them. They are subject to the laws of the States with which they become involved.

4. Unless otherwise indicated, includes private voluntary organizations, corporations, educational institutions, and labour unions.
