N: 1. influence (n): late 14c. An astrological term: “streaming ethereal power from the stars acting upon character or destiny of men”. From Old French: influence (emanation from the stars that acts upon one’s character and destiny). From Medieval Latin: influentia, (a flowing in); also used in the astrological sense.
peddling (n): from peddler (to retail).
peddler (n): late 14c. From peoddere, peddere, of unknown origin. It has the appearance of an agent noun, but no corresponding verb is attested in Middle English. Perhaps a diminutive of ped (panier, basket), also of unknown origin, but this is attested only from late 14c.
2. The practice of using one’s influence with persons in authority to obtain favors or preferential treatment for another, usually in return for payment.
3. As with the new offence of private bribery, the new offence of illicit traffic of influence (Article 346-bis, Criminal Code) is meant to bring Italian legislation in line with the UNAC Convention (Article 18) and the Strasbourg Convention (Article 12).
4. Trading in influence, or influence peddling, is not something new in the debate on corruption. It found its way in the Council of Europe’s Criminal Convention on Corruption as early as 1999.
